The continuing success story of a remarkable product from an outstanding organization. World recognition, long established, is
now official.

RSDecon, "The First Line in Chemical Defense" is a noted business unit of Bracco Diagnostics, Inc. of Milan, Italy. Operations and sales are from its worldwide RSDecon Headquarters in Princeton, New Jersey. RSDecon announced that it has received the European CE Mark for its RSDL Chemical Warfare (CW) agent decontamination lotion for distribution within countries of the European Union. Receipt of the CE Mark certifies that RSDecon has met the European Union (EU) medical device requirements, has been labeled safe for its intended use and can now be circulated freely within the 27 EU member states.

RSDecon has also received approval from Australia's Therapeutic Goods Administration (TGA) (ARTG Number 155966). Approval by the TGA ensures that RSDL meets Australian standards of quality, safety and efficacy.

RSDecon (RSDL) is a patented, broad-spectrum liquid CW agent decontaminant. It neutralizes or removes CW agents and T2 toxin from skin on contact, leaving a non-toxic residue that can be rinsed off with water.

Historically the RSDL first received clearance from the U.S. Food and Drug Administration when it issued 510(k) clearance for RSDL in March of 2003. The U.S. DoD began final configuration testing on the product in November of 2003 and DoD authorized the sale of RSDL to first responder organizations in September of 2004. In September 2006, RSDL was awarded Safety Act certification by the U.S. Department of Homeland Security (DHS), which extends certain liability protections to the RSDL manufacturer and its suppliers and customers (whether public or private) in the event RSDL is used in response to a terrorist incident. In September 2007, the U.S. DoD transferred the 510(k) for RSDL to the RSDL manufacturer. The DoD was to order over $12,500,000. of RSDL in CY 2007.

The EU, Australian and US clearances ensure RSDL, a truly global counter terrorism solution, would be available to emergency rooms, military personnel and first responders worldwide. RSDL has now been adopted by several military services around the world and many large metropolitan police and fire departments have ordered or are taking all actions to expedite ordering of RSDL.

Bill Scott, Senior Director Sales, RSDecon noted that as global terrorism continues to rise, accessibility to RSDL is vital for all military personnel and first responders around the world.

Some military organizations and first responders (fire, police and emergency medical organizations including hospitals) already provide their members with RSDL for use in emergency situations involving a CW agent. The U.S. Department of Defense is currently issuing RSDL to combat troops for use in the field. Unlike water or powder-based technologies which can smear or spread the CW agent, RSDL decontaminates or removes these agents from the skin. In the case of large-scale contamination, RSDL can be self-applied, the company noted in a release.

Military personnel, first responders and counter terrorism experts will learn more about RSDL at the CBRN Conference in Coral Gables, Florida, the CBRN Defense Conference in Vienna, Virginia; the International Defence Exhibition and Conference (IDEX) in Abu Dhabi in February, the Global Security Asia (GSA) Conference in Singapore in March and at the 16th meeting of the CBMTS, the CBMTS Industry VI // 5th World Congress CBR and Terrorism and the OPCW Workshop in Dubrovnik, Croatia from 04 -10 April 2009.           RSDL was originally developed and patented by Defence Research and Development Canada (DRDC), an agency within the Canadian Department of National Defence (DND) for use by the Canadian Forces. The full research and development program was carried out at the Defence Research Establishment Suffield, Canada. The US DoD did the full range of necessary efficacy, toxicity and stability studies for US FDA clearances. RSDL was and is produced in Canada and under license with the Government of Canada. Manufacturing plant for basic RSDL product is in Montreal, Canada. RSDL was originally acquired by EZEM in Lake Success, New York before being acquired by Bracco Diagnostics, Milan.

As it has been for several years, RSDecon/RSDL is a major sponsor of the CBMTS series, of which the next is the CBMTS Industry VI in Dubrovnik, Croatia from 05-10 April 2009. Nayla Feghali, RSDecon Senior Director, Technology & Applications, Healthcare Decontamination Dept. will be a presenter at the CBMTS Industry VI. Her presentation "RSDL: New Research, Approvals and Indications for Use".
