Editor’s Note: This symposium is by far the most important meeting of professionals in chemical and biological science and medicine anywhere in the Pacific area this calendar year and anywhere in the world for the remainder of this year.

Within this conference update you will find the technical program and a listing of countries that plan to have representatives participating. Both the countries represented and the papers submitted across the arena of NBC and Terrorism issues may change as late submissions are considered.

This conference, being held in Singapore and organized and managed by Dr. Lee Fook Kay and his DSO Laboratories’ Staff in association with the CBMTS, is a must for all NBC professionals around the world. The venue selected, the very beautiful and spacious Shangri-La Hotel, is truly breathtaking and will provide all participants an opportunity to maximize their stay at the conference and their visit to the beautiful and charming Singapore - a country and city that will rapidly become part of you. The DSO and the Shangri-La Hotel have reached agreement on hotel room prices for this meeting that are exceptionally reasonable for the accommodations offered.

Purpose of the Symposium

The 4th Singapore International Symposium On Protection Against Toxic Substances (SISPAT) in association with the Chemical & Biological Medical Treatment Symposia (CBMTS) series aims to bring together scientists, engineers, medicals and other professionals from government, academia and industry from around the world for exchanges of the most up-to-date knowledge, information and experiences regarding the protection against toxic substances. This is intended for individuals and organisations that are interested or involved in research and development in the fields of chemical and biological defence.

Symposium Date

The Symposium will be held from 6th to 10th December 2004 at Shangri-La Hotel, Singapore. A pre-symposium workshop on pharmaceutical stockpiles required for chem-bio defence will be held on 4th to 5th December 2004.

The Symposium will cover the following chem-bio defence topics:
• Decontamination
• Detection
• Homeland security
• Pharmacology and toxicology
• Physical protection (individual and collective)
• Therapeutic treatment
• Verification

Keynote Speakers

US Congressman Roscoe Bartlett, a Professor and Scientist and a senior ranking member of the US House of Representatives Armed Services Committee. He is vitally interested in preparedness and the role of science as well as terrorism and the various threats that face the US and the community of nations worldwide.

Major General David Poythress, the Adjutant General for the State of Georgia, was responsible for the key planning and execution of the US Department of Defense Plan to protect the top world leaders at the June 2004 meeting of the G8 in US. He has provided continuing international support to developing countries in developing their own quick reaction forces.

Registration is open to all professionals interested in our scope of discussion and to all state parties of the Chemical Weapons Convention. Registration Fees

The cost for participation will be:
• SGD 1260 (USD 840) for registration.

The fees are inclusive of 5% Goods & Services Tax (GST).

Registration fee will cover:
• Access to pre-symposium workshop
• Access to all scientific presentations
• An informal party
• The Symposium dinner
• Daily refreshments and lunch
• Delegate’s bag containing detailed proceedings and documentation of programs

Mode of Payment

Payment can be made via credit card or cheque for local participants, and via credit card or bankdraft for overseas participants. Cheque and bankdraft must be made payable to “SISPAT” together with the registration form enclosed.

Cancellation of registration must be done in writing and faxed or e-mailed to the correspondence address stated. There will be no refund for absentees and cancellations made after 31st July 2004. Each registered participant will receive a copy of the Symposium proceedings. Substitutions will be accepted with 2-week advance notice.

Notification of Acceptance

Delegates will be sent a letter of confirmation once registration is accepted.
