Purpose of the Symposium

          The 4th Singapore International Symposium On Protection Against Toxic Substances (SISPAT) in association with the Chemical & Biological Medical Treatment Symposia (CBMTS) series aims to bring together scientists, engineers, medical and other professionals from government, academia and industry from around the world for exchanges of the most up-to-date knowledge, information and experiences regarding the protection against toxic substances. This is intended for individuals and organisations that are interested or involved in research and development in the fields of chemical and biological defence.

Symposium Date

          The Symposium will be held from 6th to 10th December 2004 at Shangri-La Hotel, Singapore.

Pre-symposium Workshop

          An exceptionally important pre-symposium workshop on pharmaceutical stockpiles required for chem-bio defence will be held on 4th to 5th December 2004.

Symposium Topics

          The Symposium will cover the following chem-bio defence topics:

• Decontamination
• Detection
• Homeland security
• Pharmacology and toxicology
• Physical protection (individual and collective)
• Therapeutic treatment
• Verification

Call for Papers

          Topics that fall within the general objectives of the Symposium outlined above, especially those related to the protection against chemical and biological agents in the tropics are invited. Presenters are required to send in abstracts and papers no later than July 2004. The abstract shall be typed in English containing the author’s name, affiliation and address for correspondence. It shall also clearly state experimental methodologies, results and conclusions of the final paper. Metric units shall be used. The Symposium Scientific Committee will review all contributions and make the final decision on the selection and placement of papers.

•• The Symposium will be conducted in English.

Keynote Speakers:

• US Congressman Roscoe Bartlett. Congressman Bartlett is a professor and scientist and a member of the U.S. House of Representatives Science Committee and the Energy Sub-Committee; and the House Armed Services Committee where he is the Chairman of the Armed Services Committee Sub-Committee on Projection of Forces. He is vitally interested in preparedness and the role of science as well as terrorism and the various threats that face the U.S. and the community of nations worldwide.

• Major General David Poythress, the Adjutant General for the State of Georgia, is responsible for the key planning and execution of the US Department of Defense Plan to protect the top world leaders at the June 2004 meeting of the G8 in US. This is a very detailed counter-terrorism effort of the highest importance – worldwide. Additionally, General Poythress has been instrumental in developing the quick reaction forces used for immediate deployment to counter the terrorist threat against major key civilian infrastructure. He has provided continuing international support to developing countries in establishing their own quick reaction forces and he now has personnel in the countries of Georgia, Kuwait, Afghanistan and Iraq.

Registration

          Registration is opened to all professionals interested in our scope of discussion and to all state parties of the Chemical Weapons Convention. To register, please complete a registration form (at http://www.dso.org.sg/sispat) and mail, fax or e-mail it to the address stated for correspondence. To ensure an acceptance, early registration is strongly encouraged. Priority for acceptance of registration will be given to participants with presentations.

Abstract Submission

          Full registration, including payment details, must be provided. For registrants with presentation, payment for registration fees will only be deducted after the Scientific Committee have accepted the abstract. Please mail, fax or e-mail (sispat@singnet.com.sg) a copy of the abstract with the Abstract Submission Form to our correspondence address.

Registration Fees

          The cost for participation will be:

• SGD 1050 (USD 700) for registration if payment is made before 31st July 2004
• SGD 1260 (USD 840) for registration if payment is made after 31st July 2004
•• Fees are inclusive of 5% Goods & Services Tax (GST).

          Registration fee will cover:

• Access to pre-symposium workshop
• Access to all scientific presentations
• An informal party and the Symposium Dinner
• Daily refreshments and lunch
• Delegate’s bag containing detailed proceedings and documentation of programs

Mode of Payment

          Payment can be made via credit-card or cheque for local participants and via credit-card or bankdraft for overseas participants. Cheque and bankdraft must be made payable to “SISPAT” together with the registration form enclosed.

•• Cancellation of registration must be done in writing and faxed or e-mailed to correspondence address stated. For cancellation after 31st July 2004, there will be no refund. No refund will be made for absentee. Each registered participant will receive a copy of the Symposium proceedings. Substitutions will be accepted with 2-week advance notice.

Notification of Acceptance

          Delegates will be sent a letter of confirmation once registration is accepted. Details on preparation of the manuscripts and posters will be provided upon notification. The deadline for the manuscripts of approved oral and poster presentation submission will be September 2004.

Second Circular

          A second circular with the tentative programme and details on the social activities of the Symposium will be distributed in May 2004.

Applied Science and Analysis (ASA) and Chemical Biological Medical Treatment Symposia (CBMTS) series.

          Beginning in late 1993 and with the assistance of the Swiss Government and Battelle Memorial Institute, ASA conceived of, organized and still manages the CBMTS, the oldest NBC symposium series in Europe dealing specifically with the science and medicine of chemical, biological, radiological, and now terrorism issues.
