Preliminary Announcement: the 9th CBMTS meeting.

Bucharest, Romania. With many thanks to Col. Dr. Florin Paul, Deputy Surgeon General, Romanian Armed Forces and to Gen. (Ret) Prof. Victor Voicu in Bucharest for their ideas and actions taken on the requirements for our ninth CBMTS meeting, a Congress, CBMTS-Pharmaceutical I. This Congress, a special subject area, on Pharmaceuticals and the certainties and possibilities a well administered pharmaceutical stockpile program will offer to individual countries and grouping of countries - worldwide.
          Drs Paul and Voicu are heading up the Romanian Pharmaceutical I Team and they are taking every action to help ensure that the Chief Pharmacists, civilian and military, as well as other medical representatives in each former Eastern bloc country, and many of the western group of countries participate. We will also be inviting as many pharmaceutical firms to participate as possible. Because of its exponentially increasing importance we will include vaccine development, production and distribution as a prime discussion area.

          Dr. Paul has informed ASA that the Romanian Minister of National Defense (MoND) has approved the organization of the meeting under the responsibility of Medical Directorate of MoND and CBMTS.
          The meeting venue will be in Bucharest, at the Military Circle, a very beautiful building that has many facilities that will meet all requirements for this CBMTS meeting.
          The proposed main topics, or baskets of topic areas, that we talked about at CBMTS IV, and to which Prof. Voicu and staff have agreed are:

  1. Pharmaceutical stockpiles: destination, legal provisions, particularities, storage conditions, effectiveness and shelf lives;
  2. Pharmaceutical products for medical protection (individual and/or collective) in NBC or other WMD crisis: research, production, legal and ethical aspects, indication and approval for use, financial aspects;
  3. Regional and international cooperation in the field of stockpiling and use of pharmaceutical reserve in case of crisis: location of reserve, international and national laws referring to that issue, transportation, custom etc.
  4. International Working Group on Pharmaceutical Stockpiles: opportunities and benefits for the international community.
  5. Vaccine development, production, distribution

          To assist in the rapid development of the CBMTS-Pharmaceutical I program, the following has been approved:
A. Director CBMTS - Pharmaceutical I and President Romanian Organizing Committee: The Minister of National Defense (MoND), Romania.
B. CBMTS-Pharmaceutical I Co-Directors: Gen. (Ret) Prof. Victor Voicu and Col. (Ret) Richard Price; and,
C. Special Co-Director for CBMTS International Pharmaceutical Issues: (waiting nomination approval) and,
D. Special Co-Director for CBMTS Planning, Science and Technical Issues: Dr. Rudolf Portmann. and
I. Symposium Chair: Col. Dr. Florin Paul, Deputy SG, Medical Directorate of MoND, Romania
II. Symposium Co-Chair: Dr. Barbara Price, Senior Scientist, Battelle Memorial Institute, US
