Colonel Richard M. Price

Richard M. Price has over 25 years of management experience in the highest forums of government and industry at regional, national and international levels. Experience includes: advising governments and industry organizations on requirements, capabilities, and limitations within the fields of environmental management, chemical and biological protection, operations, emergency planning, and crisis management. With key connections in over 40 countries, he is a prime focal point for all NBC matters world-wide.

Government and industry positions held have been: Director Environmental Planning and Management, Greater Portland Council of Governments; Vice President, Applied Science and Analysis, Inc.; Executive Editor Nuclear, Biological, and Chemical Defense and Technology International; Programs Manager and Principal Engineer, Computer Sciences Corporation; Deputy Chief of Staff 'CRISEX 79', Spanish Joint Chiefs of Staff (Madrid); Chief Communications and Electronics, U.S. European Command, (Stuttgart); Chief Programs Analysis, US Air Forces Europe (Ramstein); Chief Communications and Electronics, U.S. Alternate National Military Command Center (Washington); and U.S. Delegate to the South East Asia Treaty Organization (Bangkok).

EXPERIENCE

DEC 83 Present. CEO Applied Science and Analysis. Developed ASA, Inc. as an international science consulting firm whose specialty includes assessing environmental capabilities worldwide, fostering communications between governments and industries, marketing, and planning. Organized and taught courses in Washington for industry and government officials in collective protection for command, control, communications and intelligence vehicles and installations. Edits ASA Newsletter, a bimonthly newsletter (20 to 28 pages) that specializes in NBC issues for professionals in 115 countries. Maintains direct liaison with national level government and laboratory agencies and academies of science in over 40 countries.

Conceived and developed the Chemical and Biological Medical Treatment Symposium (CBMTS) series of international meetings, which have now been held in Switzerland (twice), the Czech Republic, and Egypt. Future CBMTS are already set for four more countries in the next three years. Marketing for Litton Industries, Pall Corporation, Tracer Technologies, Nordam, Immunosystems.

SEP 89 DEC 90. Environmental Manager, Portland Greater Council of Government. Portland, Maine. Responsible for garnering public and town support for transition of refuse disposal from old fashioned landfill to recycling and incinerations of municipal waste at community waste to energy incinerator. Supervised closing of muncipal landfills and contracts for monitoring and covering landfills. Served on Maine's Nuclear Waste Committee.

JAN 81 DEC 83, Programs Manager / Principal Engineer, Computer Sciences Corporation (CSC) at The NASA National Space and Technologies Laboratories (NSTL), MS. Organized and managed group of 15 engineers and scientists and increased programs funding from $90K to $2.2 M in two years.
Program manager for:

  1. The US Army Modular collective Protection Equipment (MCPE) Program, which identified the MCPE requirements for over 10,000 vehicles, vans and shelters
  2. The USAF Collective Protection Program. Involved from the beginning of program through Statement of Work for construction of the first units of the “Survivable Collective Protection System (SCPS) Program.” This was the hardened USAF shelter program in Europe.
  3. Developed the Chemical and Biological Task Force (CABTAF) for Vehicles, Vans and Shelters to provide a forum for all program and system managers, as well as national laboratories and users with NBC defense requirements.
  4. Conducted several international NBC defense surveys for the US Army and Air Force. Visited national laboratories, as well as MOD headquarters and key NBC industries in over 20 countries, while gathering most current NBC defense knowledge. Some equipment for the SCPS were selected from this list. Selection was based on performance specifications and operation.

JUN 79 DEC 79 Deputy Chief of Staff, CRISEX 79, Madrid, Spain. Responsible for directing and assisting Spanish/US Forces in joint combined task force planning, organization, and exercise implementation. Tact and diplomacy required in very politically sensitive position where Spain's entry into NATO directly hinged on success of this joint 35,000 man exercise.

1977 1979 Chief, Operations Division, Communications and Electronics Directorate (J-6), Headquarters U.S. European Command. Managed all U.S. Joint Communications Programs in European Theater. Ensured U.S. and NATO policy complied with host country's/countries (17) regulations and doctrine. Crisis response manager for Saudi Arabia and Iran.

1975 1977 Chief, Programs Analysis Division, Headquarters U.S. Air Forces Europe (USAFE), Ramstein, Germany. Plans Director for integrated analyses of force structures, systems employment options, and force effectiveness. Program manager for largest single weapon systems relocation in Air Force history (a $9 billion effort).

Other management positions. Chief Flight Management Division, Germany; Special Air Missions Flight Commander, Germany; Chief USAF Command and Control Communications, Alternate National Command Center, U.S.; U.S. Delegate to South East Asia Treaty Organization (SEATO), Bangkok, Thailand.
